Exide Technologies Project Administrator in Los Angeles, California

Overview

Exide is implementing several Corrective Actions and RCRA Facility Investigations (CA/RFI) On-Site and in the areas surrounding its formerly-operating lead recycling facility located in Vernon, California. Corrective Action activities are expected to last 2.5 years, and RCRA Facility Investigations which include soil, soil vapor, and groundwater sampling will last 2-3 years. Concurrently, Exide is implementing Corrective Measures in the neighboring Industrial Area including Stormwater and sediment sampling, cleaning of surface dusts and drainage channels. Corrective Measures will be implemented on- Site as Phase 2 of Site Closure (expected to last 2 years) and off-Site, as required. Exide needs to supplement its local Vernon staff to include a Project Administrator to assist in financial and logistical management of the Corrective Action projects On-Site and Off-Site, On-Site RFI and CMS studies and implementation, Industrial RFI and CMS studies and implementation, and Residential RFI and CMS studies.

Generally, the CA/RFI Project Administrator’s responsibilities will involve the managing and tracking of Project costs, including the organization, tracking and initial review of consultant invoices and proposals, tracking of costs and payments, updating of the Project schedule, and review and organization of technical documents. The CA/RFI Project Administrator will also assist in preparation of written packages for submittal to regulatory agencies. Further, the CA/RFI Project Administrator will develop a library and electronic tracking system for DTSC submittals and letters received from the agency and will also develop/ manage a submittal calendar and schedule group meetings.

The CA/RFI Project Administrator will implement cost/budget and schedule tracking tools and prepare written reports providing the status of the Project in terms of cost and schedule and any anticipated delays in schedule or exceedances of budget or purchase order. This work will be used in presentations on the Project’s progress and budget for Exide’s Project Management Office (PMO) Steering Committee meetings.

Responsibilities

To perform this job successfully, the CA/RFI Project Administrator must be able to perform each of the following duties. Other duties may be assigned. Reasonable accommodation will be made to enable individuals with disabilities to perform the essential functions.

  • Review and track invoices, coding each invoice with appropriate task information, checking to correct purchase orders.

  • Maintain files on each consultant’s contracts, purchase orders, budgets and invoices.

  • Track consulting budgets, scopes of work, review invoices and work with Remediation Director, Project Geologist and accounting to update budgetary management tools tracking budget versus expense.

  • Assist Project Geologist in preparing regulatory compliance summary memos and document status updates for submittal to the DTSC on a weekly basis, bimonthly and semi-annual basis.

  • Update and maintain a detailed project compliance schedule (Microsoft Project) for submittal to DTSC and for internal management tracking

  • Manage consultants’ contract requirements including maintaining files on all required insurance and training.

  • Assist the Remediation Director and Project Geologist in developing a calendar of required agency submittals and implement system to obtain Contractor Submittals in a timely fashion to allow review and approval by the appropriate parties.

  • Assist Remediation Director, Project Geologist and Controller in preparation of regular presentations to executive management on RFI/CA budget and schedule status updates.

  • Collect all insurance deliverables required from consultants and subcontractors and ensure they comply with Exide’s terms and requirements. Review all contracts and subcontracts are reviewed and in place.

  • Review, categorize and file all DTSC and Exide correspondence. Build a RFI/Corrective Action library of documents with a filing system key. Maintain effective working relationships with outside consultants and vendors as well as plant/corporate staff and EHS

  • As directed by the Project Geologist, provide review of data tables and tables (QA and QC) prepared by others to verify the accuracy versus lab data or other primary sources.

Qualifications

Education, Experience, Certification

  • Bachelor’s degree or the equivalent ( Environmental Sciences, Project Management, Accounting)

  • 2 to 5 years (preferred) administrative support experience in environmental/remedial or engineering practice areas

  • Southern California (practical) experience preferred

Competencies, Skills, Knowledge

  • Expertise in Microsoft Excel, Project and Word

  • Financial/accounting acumen required

  • Excellent planning and organizational skills required

  • Effective verbal communicator and collaborator

  • Ability to work effectively with all levels of staff and management

  • Ability to effectively present information and respond to questions from managers, staff, consultants and attorneys
